Customs inspectors noticed an increase in travelers from the South American nation smuggling cocaine in false-sided suitcases about two years ago and began the investigation, dubbed the Guyana Initiative, said Martin Ficke, special agent in charge of Immigration and Customs Enforcement.

Between June 2002 and June 2003, the ring members imported and distributed about 70 kilograms of cocaine, Ficke said.

Eleven members of the ring were arrested Tuesday morning in Brooklyn, the Bronx and Queens. One was arrested in Florida, and another was already in custody on other charges.

They were to be arraigned in Brooklyn federal court.
