Cherrie was walking at the corner of Robert Street and Old St Joseph Road, Laventille, around 1 p.m. yesterday when she fell and struck her head on the pavement.

A resident immediately called the ambulance service.

Eyewitnesses said that the EMS, who responded from their base in Port of Spain took about 30 minutes to respond to the call which came from less than five kilometres away.

According to EMS regulations, the Express learnt, when they arrive on a scene and the victim has no pulse and is not breathing and has been in that state for between five and ten minutes, they have to leave them there. Only if the victim is showing signs of life will the EMS take them to hospital, an EMS source said.

However, according to initial police reports, the DMO who visited the scene at 4 p.m., three hours after Cherrie fell, said the woman had been dead less than two hours.
